Scarlet Chest is a storage object that appears in a wall, at random, when mining a biome wall in Azeos' Wilderness.
These chests are initially locked, but can be picked up to player inventory and then placed down elsewhere. They can be unlocked by interacting to insert a 
Scarlet Key. This then gives access to their 18 storage slots, which will contain randomised loot:
